From fighting crime in the streets, to fighting cybercrime

The police is required by law to maintain law and order and to provide assistance to those who need it. So how does that work when fighting cybercrime? One thing is certain, we have to unite with public and private partners and fight it together!

The evolution of crime is followed by an evolution of law enforcement. Just apprehending suspects isn’t enough. Committing cybercrime has become childsplay with Cybercrime as a Service (CaaS) providers popping up like mushrooms. A more comprehensive control strategy was needed to combat crime efficiently. Our strategy shifted from mainly focusing on suspects, to the focus on victims and the structural opportunity to commit crime as well.Our goals? We aim to prevent, to disturb and to prosecute crime. During this talk we will explain our approach by using examples of previous operations like Cookie Monster (the takedown of Genesis Market), Spincaster (Blockchain MO – Approval Phishing), Cultivator (Verif Tools – KYC ID fraud). These operations have shown the importance of international and public private partnerships. Ask yourselves, does a police operation usually contain the creation of a Anti-Virus solutions for an infostealer malware? Notifying and preventing victims even before they themselves know they are victimized? Strengthening KYC providers by sharing insights and preventing fraud in their process? Our approach is broad and also aimed at offender prevention. Like presented within Operation Endgame, but also used in smaller investigations. The fun thing is, everyone can make a difference. Ruben van Well

Ruben has been working for the Dutch National police for over 23 years. He started patrolling the streets of Rotterdam and had a great variety of functions, from Riot police to assistant public prosecutor immigration and criminal law and from detective to account manager public private partnership in the cybercrime unit of Rotterdam. Innovation has been a common thread throughout his career. Always looking for possibilities to make policework better, easier and more effective. With an aim to boost safety & security and/or the service provided by the police. After guiding various experiments throughout the organization. He has found a passion to fight cybercrime. In his current role regarding public private partnerships, he connects people and organizations in a joint fight against cybercrime.
